It could be the case that /usr/lib/libgfortran.so is a broken symlink resulting from earlier package installations, removals and OS upgrades. Try this:

sudo dpkg --purge gfortran
sudo apt-get install gfortran

In install.packages("igraph") :
  Installation des Pakets ‘igraph’ hatte Exit-Status ungleich 0

I checked if r-base-dev was installed ...
~$ sudo apt-get install r-base-dev
Reading package lists... Done
Building dependency tree      
Reading state information... Done
r-base-dev is already the newest version.
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

This is my gfortran version:
~$ gfortran --version
GNU Fortran (Ubuntu 4.8.5-2ubuntu1~14.04.1) 4.8.5
