cvs client for windows

Hello
I am trying to use the cvs.exe for intel on the cvshome.org webpage.
>From a dos box (on a windows me computer), I get the following when
I try to do a cvs login:
c:\cygwin\home\davis\keynetica>set
CVSROOT=:pserver:address@hidden:/usr/local/cvs
C:\cygwin\home\davis\keynetica>c:\mybin\cvs login
(Logging in to address@hidden)
CVS.EXE [login aborted]: could not find out home directory
What gives? How do I have a home direcotry on windows?
For what it matters, I pulled the files down using the cvs in the cygwin
toolset for windows. I quit using that cvs because it has permission
problems as well. I figured I would be better off just using the cvs.exe
from cvshome.org for now.
Any clues are appreciated.
