I could be wrong, but isn't "cvs export" supposed to work into an
empty location?  What's the purpose for exporting into an
existing installation or sandbox?  By using the "export" command
you want a clean tree which could serve as a base(!) for
installation or delivery.  It's *not* an update mechanism.
