Why bother?  Is it so hard to set up a convention among your developers
that no one touches the 'README' file or whatever?  I suppose if
permissions were really important, you could set up a dir which your
developers only have read access to that gets checked out with your
project.  That will prevent commits and if no changes get committed, no
updates can be pulled down...
