Of course.  Run any inetd like program listening to network
sockets and handing them to newly created processes at request.
Another x?inetd instance or DJB's ucspi-tcp (tcpserver) are the
most prominent examples.

You better make sure that you don't run a service your provider
refuses to allow running then.  I don't see the point in "he's
concerned and won't support me running it, so I have it run by
myself".  But that's not a technical question ...

Have you actually tried it?  Have you considered searching the
list's archive?  The answer is yes.
