Thank You Dashamir and Rob it turns out that I had to setup my users in a
different way within WindowsNT to control access alittle more stricktly.
Essentialy there were to many different user names used at a time confusing
the heck out of RCS and CVS.  Don't ask me to explain how but it worked and
that is all that matters to me.
