It would be great to know more details about your environment,
but I assume that its linux inetd. I believe this is inetd flood protection
you are encountering, it locks service for some 10 minutes.You can not
disable it from inetd.conf (FreeBSD can though), but you can install the
xinetd instead, which has those options configurable, its generally good
idea to swap to xinetd for other reasons too. There should be script
which will translate your current inetd.conf to xinetd.conf.

Not sure why other services are not responding though, that
should not happen. Possibly there could be different problem too.
