Only if you're not using client/server mode. Unfortunately, there's a
long standing, hard to fix bug in client/server that causes it to
effectively ignore ! in $CVSROOT/CVSROOT/cvsignore.

Since these are your files and not third-party files that need to be
tracked, you'd probably be better off using add to put them into the
repository rather than import. And I second Greg's suggestion to rename
them to prevent future confusion.
