What the Apache lists do to prevent spamming is that every user who
subscribes has their first or so emails moderated. If someone
mass-subscribes to mailing lists or sends without joining, and then
sends spam, they are banned from the list. Because of this there is
partically no spam on any of the Apache lists.
Maybe this approach could be used on the CVS list?
