You can put a script in CVSROOT/taginfo and there test for the allowed user
for every tag-action (add, del, mov).

Hello all,
I hope there is an answer to this question.  I would like to allow 
developers to checkout files, modify them and check them in but NOT touch 
the tags.  I would like an administrator to only have this right.  (this is 
due to the fact that I want the tagged versions to reflect the production 
cvs).  Is this possible?? I had someone tell me it wasnt and that was 
something that was lacking ..  this seems a rather common functionality that

should be incorporated if its not.
