Files get put in the Attic when they are not alive on the trunk; either
they've been removed or they were created on a branch and never existed
on the trunk. You get them out of the Attic by making them alive on the
trunk (you can re-add a removed file or reverse merge the change that
removed it, or you can merge a branch into the trunk). There are some
unusual circumstances that can cause CVS to forget to move a file out of
the Attic when it should -- if the files *are* alive on the trunk but
are still in the Attic then you can just move them out by hand.
