cannot add new CVSROOT??

Hi,

I use CVSNT with pserver and the command-line client. I recently
checked out CVSROOT into a sandbox folder for the purposes of
modifying the config file. When I went to commit, I received the
error:

cannot add new CVSROOT

I had performed the same operation when using the ntserver protocol,
same setup otherwise, and had no problem. Any thoughts on this one?
