Use $CVSROOT/CVSROOT/loginfo to fire off a Perl script to checkout
the file that was just checked in. You probably want something like
this:
DEFAULT /path/to/checkout.pl $CVSROOT %s
(Passing $CVSROOT isn't totally necessary, but it lets you
generalize your checkout script more easily.)
