There's a few things that'll cause read-only files to
be checked out from CVS:
1. CVS_READ env var is set
2. -r option to cvs is used (even in your .cvsrc file)
3. watches have been set (by anyone)
4. your version of cvs is patched to create read-only
files
I think these are all of them, but I could've missed
one or two.
