Nothing's listening for connections on that port. Either you screwed up
the [x]inetd configuration or you neglected to do whatever is required
to get [x]inetd to re-read the configuration. Check your syslog output
for error messages from [x]inetd and/or run it in debug mode. You also
might want to read the Troubleshooting section of the manual.
