Yes. Your repository is located at /usr/local/cvsroot and you have a
module "bugs/php_dev" in there. To access this module, you must set CVSROOT or
-d to point to "/usr/local/cvsroot" and checkout module "bugs/php_dev". It
looks like you have your -d/CVSROOT (repository pointer) pointing to
"/usr/local/cvsroot/bugs/php_dev" and are trying to checkout module "php_dev".
