No.
When you add a file to your checked out copy of a module it is not
actually part of the repository and there is no way to generate any kind
of a notification message that you have started the process of possibly
adding a new file to your module. Only after you do a commit and the
file is made a part of the repository is it be possible to send a
notification message.
