What version of cvs are you using? ('cvs version')
It appears that it may not be present in cvs-1.11.x right now...

However, I believe I recall seeing this feature work...
Hmmm... it appears I am recalling something from the FreeBSD version of
cvs rather than the cvshome version. In the case of FreeBSD, I believe
there is a 'cvs diff -j tag:date' option... Looks like the 1.16 version
of src/contrib/cvs/src/diff.c in the FreeBSD repository is where the
feature was added.
