There's no limit as far as CVS is concerned, but many versions of inetd
have a (very small) limit on the number of arguments you can put on a
command in inetd.conf.  To circumvent that, have inetd run a shell
script (with no arguments) that then exec's CVS with whatever arguments
you want.
