I was able to get the CVS templates to work, thanks a ton. Now, I would like
to know if its possible to selectively turn off the enforcement for comments
when checking-in for certain users.

Actually, what you have is for all files under the top-level tc module.
Use 'ALL' or 'DEFAULT' instead of '^tc' as the pattern for your
verifymsg and rcsinfo files to have it used for all commits to the
repository.
