Plain text only, PLEASE!

Of course not; you explicitly told it to add it, so it did. The ignore
logic only applies when CVS is generating the file names itself (e.g.,
when doing an import or when processing a directory recursively), it
does not apply to names that you specify on the command line (nor should
it).
