problem with vss2cvs

I'm trying to import a VSS project to CVS using the
script. But in the CVS repository I find only the initial release of
the file. vss2cvs gives messages as:

++++ cvs -f -r commit -f -F commentfile "SapBsxf/sapbsxf.for" ++++
Access to file "c:\TEMP\VSS2CVS\convert\SapBsxf\sapbsxf.for" denied
++++ ss get "SapBsxf\sapbsxf.for" -GL"SapBsxf" -I-Y -v7  ++++
Checking in SapBsxf/sapbsxf.for;
<--  sapbsxf.for
new revision: 1.7; previous revision: 1.6
++++ cvs -f -r commit -f -F commentfile "SapBsxf/sapbsxf.for" ++++

++++ cvs -f tag -l POSEIDON_ND_2_0 "SapBsxf/sapbsxf.for" ++++

Access to file "c:\TEMP\VSS2CVS\convert\SapBsxf\sapbsxf.for" denied

Could it be, it can't overwrite the first checked in file for some
reason an continues to checkin the first version as higher version? I
so, what can be done about this?
