cvs checkout problem under 1.11.17

I have just switched to cvs 1.11.17 and am getting the following error
when using both the -p and -r switches during checkout:

cvs -d /home/soa/repo/YaM/YaMTest/CVSrepo -q checkout -P -p -r pkg1-R1-00 
Packages/pkg1/YAM.config
cvs: recurse.c:641: do_recursion: Assertion `repository != ((void *)0)' failed.
cvs [checkout aborted]: received abort signal

The error goes away without the -p option. 

I saw an earlier thread when this error was reported when the tag did
not exist. However in the above case the tag does exist.
