I think you want reserved checkouts, rather than the unreserved
checkouts that CVS gives you by default. Read the docs about the
'cvs edit' and 'cvs watch' commands, and also the global "-r" option
(i.e. "cvs -r checkout ...").
I never use these features myself, so I can't be of much help.
