I generally recommend TortoiseCVS for the simplicity of its GUI.
For the functionality not covered by the GUI, there is always
the command line.
The CVS client bundled with Tortoise is CVSNT. I have no idea
how to run it as a server on Windows, but for your own private
repository it will do just fine.
