Combining two repositories

I have two repositories, that have unique projects, that the owner wishes to combine into a single repository. It appears that the directories containing the "history files" (,v) can simply be copied using "cp -pr" from one into the other. However, there are some issues that need to be managed concerning the CVSROOT admin directory. Most of these are reconciling some script operations and copying the data in the Attic directory, for example, but some are more involved. Specifically, can you simply concatenate the modules, val-tags and the history files? It would seem, given the format, that you should be able to but having looked into the source of cvs and make in the past, I thought I would get some expert advise rather than make an assumption.
