As with all things it depends.
For files that are in directory structures that have no real relationship to
each other, like system config files or one off planning documents that I have
no idea will turn into a real project, I tend to use RCS.
For files that are separated into a directory structure but related, like
source code to a program or documents describing a project, I tend to use CVS.
And because "offline" does not necessarily mean no LAN or no Sneaker Net
connection.
For files that need to be shared between machines, like source code to a multi
person team's program or system config files for a high-availability server, I
always to use CVS.
I don't know Subversion, Mercurial or git, but I suspect that if you are more
comfortable with them you should use them in the places I would use CVS.
