I just ran into this problem recently.

The solution is to use rdiff instead of diff.  In rdiff, HEAD means
what you think it ought to mean, the tip of the trunk.

For some reason, rdiff is not well documented on my cheat sheets and
reference cards, so until this came up, it escaped my notice that it
had this nice workaround property.
