That means that the user you're trying to connect as doesn't exist on
the server. The actual error message should be something like:
foobar: no such system user
where "foobar" is the user that doesn't exist. If you're using a CVS
passwd file, make sure that any lines that have three fields (i.e., two
":" characters) have a valid username in the third field.
