Do you mean like:
http://www.red-bean.com/cvs2cl/ChangeLog-basic.txt
or this:
http://www.red-bean.com/cvs2cl/ChangeLog-tags-revs.txt
or this:
http://www.red-bean.com/cvs2cl/ChangeLog-the-works.txt


Then try cvs2cl (cvs to change log).

BTW, if you are on windows instead of Unix, you may need to use cvs2cl.py that 
comes with CVSNT instead.
