Any inputs on how to resolve the same? I am using CVS server ver. and WinCVS 1.3.8.

If I Recall Correctly, there is not supposed to be a space between the -r and the 5.0, i.e. your line should look like:
cvs commit -m "no message" -r5.0 version_number.h
