MediaGoblin 0.13.0 released

We're pleased to announce the release of MediaGoblin 0.13.0. See the release
notes (https://docs.mediagoblin.org/en/stable/siteadmin/relnotes.html) for full
details and upgrading instructions.

This minor release adds support for Python 3.10 and 3.11 and drops support for
Python versions prior to 3.7. It also upgrades a number of Python dependencies
and adds a few small bug fixes and improvements.

This version has been tested on Debian Bullseye (11), Debian Bookworm (12),
Ubuntu 20.04, Ubuntu 22.04 and Fedora 39.

contributions in this release!

GNU MediaGoblin is a platform for sharing photos, video and other media
