date customization in citation line

Hi all,

I have a date string such as "Thu, 31 Aug 2006 19:52:08 +0200" by
mail-header-date in the first citation line. I want to customize the
format to be something like this:

"Thu, 31/08/2006 19:52 +0200"

The most important thing is I want to keep this string using the same
time zone as the original.

I have tried to combine `date-to-time' and `format-time-string', but
the output will be in another timezone. Any ideas?
