[Info-shmm] [Shmm] Proposed upgrade of the home page

Hello,

I am a member of the gnu.org French translation team [0], and also try
to update obsolete features in web pages to make future style
improvement easier. The SHMM home page [1] has a translation lists at
the bottom with a wrong link to boilerplate.html; I propose to upgrade
it to the latest boilerplate [2]. Another, almost identical file in the
shmm/shmm/ subdirectory has the same problem, but it looks like a draft.
