The background for this hint is: I use CRUX (a lightweight Linux
distribution; http://crux.nu). In order to have a clean, slim system we
exclude all documentation (except man pages) from ports and packages.
So there will be no texinfo on a such a system.
I suggest that the --disable-doc option should disable creation of
documentation and info pages so that you don't need texinfo for building
xnee.
