If you go to Circulation and put in a patron name instead of a patron's barcode
number, the searching function doesn't work the same way as it does in Members.
 In Members, if you search by 'smith, j' you'll get a list of names that match.
 You can search by 'j smith' or 'smith j' and get the same results.

In Circulation, if you type 'smith, j', you'll get no results.  What's worse,
you won't even get an error message.  The search form is simply redisplayed
without any feedback.
