In previous versions of Koha, if you had been issuing books to a patron and were
finished, you could switch to the blank issues screen by hitting enter from the
issues form field.  Submitting no data would tell the script you were ready to
enter the next patron barcode.  This allowed librarians to check out to multiple
patrons without having to pick up a mouse.

This seems to have been removed from circulation.pl or Circ2.pm and should be
restored.
