The situation warrants some clarification. The fact that uKa's code is
unpublished has no bearing on the status of Neal's code, nor on any
code derived from the L4 spec. Neal's code by definition is Neal's
code.
As you mentioned, the spec is publicly available, at
http://www.l4ka.org/documentation/files/l4-x2.pdf
It is very similar to the spec on which Neal based his work.
