I'm not sure what exactly you mean with `authority documentation',
there is the Hurd reference manual included in the source tree, and
Marcus Brinkmann started to document the Hurd RPC interfaces, see the
list archives of bug-hurd from mid-November for the announcement
(topic was `Hurd server manual (first chunk)').
