Right, the task server implements things like task id:s, task handles,
and death notifications. A more basic reason it is needed is that task
and thread-related calls are privileged.

Right, or perhaps the other way round. They're definitely related, and
libhurd-cap will most likely make some rpc:s to the task-server.
