My patch for idl4 (again)

I've written a patch for idl4. The patch I send here is from the latest
hurd-l4 cvs. It should be applied in this way:
$ cd /my/path/to/hurd-l4
$ patch -p1 < /my/path/to/uncompressed/patch
After patching you have a file README.idl4 in the toplevel directory
where you can find instructions how to patch idl4.
It's pretty incomplete - see /my/path/to/hurd-l4/README.idl4,
/my/path/to/patched/idl4/{ChangeLog,NEWS} for more information.
