That's easy to look up, but not very relevant when you see my second answer.

IMO, anyone who's writing the code. If I feel like writing (and I do, but
it's a bit harder than I hoped), I can decide what I implement. If you don't
like my approach, but are not going to write anything which you think is
better, then that's bad luck for you.
Of course, if the approach is so unacceptable that it can't go into CVS,
that's a different story. But I think we would've heard about it already, if
that were the case.
