"system call" is a very ambiguous name here. It includes several
assumptions of what the kernel is and how you call it. Just some examples:

- - maybye a system call is a call to the kernel as the part of the system
that runs with special hardware privileges

- - maybye a system call means a call (IPC) to the TCB, e.g. the constructor

- - maybye a system call really means a library call like exec

I guess you see this allows several ways to interpret your comment.
Maybye I am just not aware of the common definition.
