I have only seen 0x00, 0x01, 0x80 mentioned in descriptions of CD-TEXT.

The only non-ISO-8859-1 i have encountered was in the course of
and its discussion beginning at
The problem was that a CD had encoding 0x01 (7 bit ASCII) but used a
character from the upper half of ISO-8859-1.
