[libmicrohttpd] Could microhttpd be used on mozilla-build?

Hello,

I'm interested to use microhttpd library to implement an RESTful web service for my application which is built on mozilla-build. Mozilla build is a mingw based terminal. It looks to me microhttpd.h requires plic.h, could someone tell me how to get it installed and build my application with libmicrohttpd?
