I figured that much. A follow-up question: is the offset provided by the client as part of multi-part or is this a libmicrohttpd thing? I just want to know if I need throw a security warning if it does happen.

I'm just wondering if it's possible when a client is uploading a file

to get let's say a sequence of offset values: 0, 50, 10, 20, 30, 40?
I'm under the impression that this will not happen but I just want to make sure.
You don't need to worry about out-of-order data since HTTP is built upon TCP.
