There are two cases.
(1) If libreboot is working on a PC, there should be no
difficulty installing and using Native Oberon.
(2) According to my understanding, the FPGA based system
doesn't have a BIOS comparable to a PC. The boot
process is rather simple and there is no question of
malicious activity as might happen in a PC when booting.

I read that page but have not studied the subject in depth.
With present understanding I'd claim that each of the systems,
Native Oberon and FPGA, is "libre".
