Whoever is distributing GPL software without LICENSE in object or
executable form, and it applies to many many software packages, and not
to full ISO or Docker container -- SHALL BE REMINDED to comply with it.

Of course, best would be that few important authors or copyright holders
such as FSF remind them, and not just a community or those who are not
