I guess your three stage approach is our best option.  We can divide up the 
responsibility that way so that none of us has to do all the work.  If we 
merge from a frozen MLB, then the issue with ltconfig removal is a little 
easier too: I just need to convert ltcf-*.sh into libtool.m4 along with some 
glue to append the right parts to the generated libtool.

To recap:
 
 1. start with a new ChangeLog file, port tags support, update documentation
 2. port new object file handling
 3. port lt-cf*/ltconfig to libtool.m4, add the new demo programs+tests

I'm volunteering for (3).  Any takers for the other parts of the merge?
