do I understand you proper, that static libraries should contain 
references to import libraries of shared DLL's ?

This patch isn't right, the current behavior is on purpose.  You are
encouraged not to link DLLs against static libraries.  If this isn't
the reason you're trying to fix this, then please check
- whether you have `file' installed and working
- post a --debug output of a link that failed.
